Essential Functions: The Head of Collection Management, in coordination with the Library Director and Library Deputy Director, is responsible for the overall management of the physical and digital collections at the Maryland State Law Library. The position provides leadership for the development of the Library’s physical and digital resources by: Assessing current holdings, including State and Federal government documents; Recommending sources for consideration by the Library’s Collection Development Committee; Facilitating the transition to integrated and complementary physical and digital collections; and Instituting innovative approaches to collection analysis. The position manages the Library’s physical and digital collections by: Prioritizing space allocation; Deaccessioning materials; and Adding to the collection. This position also provides guidance for: Maintaining licensing agreements for access to digital materials; Enhancing the Library’s digitization program; and Preservation of the Library’s print and microform resources. This position collaborates with the Head of Reference and Outreach in promoting Library holdings to staff and patrons by Authoring research and how-to guides; Providing regular reference service at the information desk; and Creating and implementing educational opportunities relating to Library resources. This position is responsible for: Fostering the conservation of rare books and fine arts in the Library’s special collections; Managing bookbinding and book repair; Providing leadership for the Library’s efforts to digitally preserve Maryland’s state agency publications; and Managing the maintenance of the Library’s office equipment, including annual inventory. When possible, this position will foster a cooperative collection development with other Maryland libraries. This position supervises the Maryland Collections Librarian and the Collection Management Associate, as well as other subordinate librarians and assistants. This positon performs all other duties as assigned.
Master’s Degree in Library/Information Science from an ALA approved school.
Five years of professional experience in a law library.
Juris Doctorate from an ABA approved law school. Familiarity with digitization projects and preservation of rare materials; Experience with library technology and with teaching legal research.
Skills/Abilities: In depth knowledge of legal, historical, and general information resources in multiple formats, including digital, print and microform; Thorough knowledge of legal database retrieval and document delivery technologies, such as Westlaw; Ability to assist a highly diverse customer base with their legal information needs using a variety of communication methods, including telephone, email, live online chat, and in-person dialogue; Ability to exhibit reference competencies as described in the Professional Competencies for Reference and User Services, promulgated by the RUSA Task Force on Professional Competencies, and also the Competencies of Law Librarianship promulgated by the American Association of Law Libraries; Leadership and supervisory skills; Ability to organize, prioritize, and supervise multiple projects and the work assigned to staff; Experience in adult education and preparation of teaching materials; Excellent oral and written communication skills; Ability to communicate and work effectively with judges, attorneys, students, library staff, and the public; Knowledge of current trends and issues in legal publishing, particularly in licensing of print and digital materials; Knowledge of current standards for preserving print and digital legal collections; Ability to apply the library’s mission and collection development policy by making recommendations for deaccession, updating, and purchase to the Library’s Collection Development Committee; Ability to plan for future space requirements for both print (shelving) and digital (server space) collections; Ability to work within budgetary constraints and procurement guidelines; Ability to perform all of the essential functions of this position, with or without reasonable accommodations.
