Health Information Technology Specialist – American Psychiatric Association – Arlington, VA

BRIEF DESCRIPTION:

In close collaboration with the Director of the Department of Quality Improvement and Psychiatric Services (QIPS) and

the APA’s Committee on Mental Health Information Technology (CMHIT), the Health Information Technology (HIT)

Specialist will 1) monitor, contribute to, and represent APA in national activities in the area of health information

technology and electronic health records; 2) lead internal APA activities in the development of HIT-related products and

services; and 3) develop educational material in the area of HIT in psychiatry.

DUTIES:

National HIT Activities

 Monitor national HIT activities, prioritize findings for the Association, and inform the Director of QIPS and

pertinent APA components of key trends and initiatives.

 Take leadership in writing responses to public comment requests on behalf of APA.

 Serve as APA’s liaison to national HIT groups such as the Office of the National Coordinator for Health

Information Technology (ONC) and the Physicians Electronic Health Record Coalition (PEHRC).

 Collaborate with the Department of Government Relations on advancing state and federal HIT legislation, policy,

and regulations.

 Serve as APA’s liaison to HIT vendors

APA HIT Activities

 Participate in setting strategic direction for APA regarding HIT product development and/or endorsement,

contribute to existing and emerging efforts

 Serve as administration liaison to CMHIT: work with chair to develop agenda and timetables, schedule calls and

meetings, participate and provide APA perspectives in CMHIT meetings, develop and distribute meeting minutes

 Initiate and contribute to research efforts in the area of HIT and psychiatry

 Inform the APA Practice Guidelines project such that recommendations are compatible with electronic

implementation;

 Participate in the EHR and HIT aspects of development and implementation of an APA patient registry;

 Communicate with and serve as an expert resource to other APA entities.

Educational Activities

 Develop educational content for APA membership (e.g. resources to aid the small practice psychiatrist in EHR

selection);

 Respond to inquiries from APA members, district branches, mental health care organizations, and administration

on HIT-related questions.

Perform other duties as assigned.

EXPERIENCE AND PROFESSIONAL QUALIFICATIONS:

 Masters degree (e.g. medical informatics) with a minimum of 4 years relevant work experience

 Knowledge of HIT/HER policy

 Expert knowledge of the HIT/EHR marketplace and the national HIT enterprise (e.g. ONC, Medicare EHR

Incentive program, etc.)

 Excellent oral and written communication skills and ability to positively represent the association to membership

and professional groups

 Knowledge of psychiatric disorders preferred

 Knowledge of psychiatric treatments preferred

 Hands-on experience in implementing and using HIT preferred

 Experience with patient registries preferred

 Proficiency in common business computer applications
